I would like to know if there is any way that I could position a window from another program,
(images, etc.) mostly for reference. I would like to be able to position a window over the painting surface without it obscuring the other window while drawing.

That’s not possible I think at least not without having a separate tool that makes your overlaying window (image viewer?) semi transparent and ignores all mouse action on it.
But actually I suggest to load the image as a separate on top layer and make it semi transparent.
Another way would be to load it separately into Pro Motion and using the “Display other Project” layer effect to show it.
