with V8 the dialog that currently pops up is removed. Selections are then taken from the timeline or the layers window. That’s why you can then assign a keyboard shortcut and it will flip the frame according to the selection (or the current frame).

With V8 Beta 5 you can assign a shortcut and the flipping works for selected layers and frames.
By default Shift + X and Shift + Y are assigned. Because they are already used to double the brush size, PM will ask you which operation should be used, once you hit one of these key strokes.
