Looking for an old image method useable in Pd Vanilla

I have a file in - pd vanilla -where a designer / engineer has placed a pixelated image into the workspace. - which is really rare. I was wondering if promotion could output the correct data or file-type. otherwise maybe your workers know how this is done ?? practically its like a bitmap converted to “canvas boxes” maybe its an old web tool.

I think, it’s the following file type and the tools mentioned there are probably able to open it:

The file format is text based, so you can load it to a text editor and see the contents.
