The little pop-up preview thingy that you get when you hover over a tile in the Tile Set panel briefly displays while you’re moving your mouse but as soon as you stop, it gets drawn below all other panels regardless of whether panels are pinned or not.
This means it’s usually invisible.
I don’t remember this being an issue a few versions ago.
